Page, the American Ambassador in London. The German Government traverses Sir Edward Grey's Note of December 1-1. It maintains that the Arabic was sunk in self-defence, and declines to submit the case to a court composed of American naval officers, as an investigation by German authorities is hold to be a sufficient guarantee of impartiality. Britain has met the demand of Germany in connection with the Baralong'caso with empty .excuses, and had rendered herself responsible for a crimo against the law of nations and principles, of humanity. As Britain refuses reparation, Germany was obliged to retaliate. Sir Edward Grey, on February 25, replied that version of tlio Arabic case was contrary to the most trustworthy evidence.
