Sir Edward Grey, Secretary of State for Foreign Affairs, in reply to a question, said the 'Government's attention had been drawn to the enemy's use in Rumania of a Labour leader's article the agitation against military service. Steps had been taken to inform Rumanian journals that the article was not of a representative oharaeter.
