No 1 gotiations and details of the internment have not yet been completed. j BRUSH IN CENTRAL AFRICA. < Tho High Commissioner reports:— London, February 21, 2.55 p.m. ( "On February >18 an. enemy,force,of •1 Europeans and 200 natives attacked Kachumbe, on the 1 Uganda border.
