Tho influence of the Russian ■ victory on the Balkan nations has already produced some effect; Rumania, heartened up, is disposing her forces along the Danube, where they ! are facing the Bulgars; tho Bulgarians ore growing apprehensive, and are at odds with the Austrians on the question as to which shall attack Salonika first. Persistent fighting, with trench raids and local scores by both sides, ifi reported from the Western theatre. The Washington dispatches to-day hint at a possible Atlaiitic voyage for Count Benistorff, the German Ambassador at Washington, unless he mends his ways and desists from his mischievous propaganda.
