Renter's Washington correspondent says that America will concede t.he Entente's right. to arm merchantmen defensively, and will disapprovo of the German intention to torpedo them. " Washington, February 16. President Wilson and the Cabinet have decided that tho existing principles of international law legarding merchantmen will stand, unless tho Allies w.ill accept Mr. Lansing's recent proposal. The State Department recognises that, the existing law cannot lie changed without the consent of all the Powers, but' it may instruct the port authorities to refuse clearances unless f.hips are armed purely defensively. It is expected- that President Wilson will not press Congress to prevent Americans, sailing in belligerents ships.
