Renkii declared that Belgium had not-listenec fo the timorous voices which, eclioinj the German promptings, had been u'rjt ing the surrender of the' Congo, be cause Belgium had been 'unable to de relop the region. The proposal to liaiu the Congo over to a chartered company was intolerable. Belgium did not wis! to diminish her opportunities in the world. He fondly hoped for the expan sion of Belgium. She mil never riban don the least portion of her-rights and never surrender an inch of terri tory. She intend? to be faithful t< her sacrificed heroes, he declared.
