Mr. Garrison (United States Secretary to the Army) resigned his post because President Wilson ret used to adopt measures for .i sufficiently strong army to defend the United States. President Wilson declares tliat lie believes the present programme should provide all that it is required. Tho President complains bittorly of the misunderstanding of tho United States' position-throughout the world. lie says ho is not afraid of t]ve slow vcrdict of history,. which. will show that he took tho right course in' not allowing tho world's quarrel to become an American quarrel. Ho warms the public that tho trouble has merely been held at ami's length j thoro is no knowing when it may actually involve them, and hence the necessity for preparedness.
