Germany has agreed that reprisals must not be directed against any other than enemy subjects. It is probable that the United States will accept this phrase as a substitute for the word "illegal" incorporated in the Lusitania Notes referring to the submarine campaign. PRACTICALLY SETTLED. (Rec. February 8, 11.50 p.m.) London, February 8. Router's New York correspondent Bays: "A choice of -words will not be permitted to interfere with the Lusitania negotiations. America will not insist on the use of the word 'illegal* or 'disavowal.' It is believed that the case is practically settled." AN AMBASSADORIAL OPINION. (Rec.
