FALLS ON DEAF EARS. By Telegraph—Press Association—Couyri^ht London, January 31. The Secretary of State for Home Affairs (Mr. Herbert Samuel), speaking in London, said the Govornment'6 appeal for national thrift had largely fallen on deaf ears. The majority of the public had not changed its expenditure. Nothing short of severe taxation and a more rigid restriction of unnecessary articles would be effectual.
