"ENEMY IS ON THE DOWNGRADE"

CHIEF MUNITIONER ON THE OUTLOOK THE PROMISE OF VICTORY By Telegraph—Press Association—Copyright (Rec. January 30, 5.5 p.m.) Milan, January 28. The Italian newspaper "II Secolo" has interviewed Mr. Lloyd George, the British Minister for Munitions. "I am satisfied," said Mr. Lloyd George, "with what we are doing. We have two thousand five hundred factories, employing a million and a half men, and a quarter of a million women. We are satisfying not only the requirements of our own Army, but of the Allies, particularly of Russia. French journalists have inspected our factories, and Russian and Italian journalists will inspect them shortly. lam perfectly confident of victory, because tho Allies are at last taking counsel together. Franco, Russia, and Italy have reorganised their armies; we have had to create a new one. Wo have three million men under arms, and by the spring will have a million more." Asked as to the possibility of events if the war ended in a military deadlock, Mr. Lloyd George said: "That would bo the end—victory must be real and final. The pressure on the enemy is becoming greater. They are spreading frontiers temporarily, but are weakening their military power. Hence tho process of strangulation, is slow, but sure. The Central Empires have-lost their opportunity for victory, and know it. It is a grim struggle, but tho enemy is on the downgrade. We may make mistakes, but wo will never give in."
