GERMAN FLAG PULLED DOWN AT LAUSANNE. •By Telegraph—Prose Association—Cojjyrlght Berne, January 28. A crowd pulled down the flag at the German Consulate at Lausanne on the Kaiser's birthday, despite the efforts of the police, and also damaged the Imperial arms. x .
