The French Minister for Commerce ia concentrating his attention on the preparations for t'he Allied Trades Congress. He is determined on the most aggressive and permanent anti-German commercial treaties. The German Press is whining. The "Cologne Gazette" says:—'lf Germany's foreign trade is_ permanently reduced; the war, _ notwithstanding the victories, is a failure." The "Frankfurt Zeitung" ascribes the proposals to tlio "unscrupulous English," adding: "The war must not end until most favoured nation treatment is guaranteed to Germany everywhere."
