NEW RECRUITING SYSTEM
PRELIMINARIES IN HAND. The new recruiting scliemo can not be put into operation until the Recruiting Board has met. ' Tlie onlv member at presont in Wellington is the Prime Minister, who has the arrangements in hand. Sir. Allen returns to-day, and Sir Joseph Ward to-morrow, and it is probable that a meeting will be arranged as soon after the three members .can be assembled as possible. In the meantime the ■ Government Statistician has commenced to prepare from the War Census returns alphabetical lists for the use of recruiting committees of the men of, military ago in their several districts. In preparing these lists no distinction is drawn be" twoon men who have signified their willingness to serve and those who are for various reasons unwilling. It will be tlio duty of the committees to get into touch with the men whose rallies are on the lists supplied to them.
