IRELAND MAY BE EXCLUDED SUCCESSFUL FRENCH ATTACK ; • IN' ALSACE I RUMANIA FAVOURS THE ALLIES A MONTENEGRIN VICTORY It is now taken for granted, though an official announcement on the subject has yet to be made, that the Imperial Government has decided to bring down legislation providing for the compulsory enlistment of unmarried men who have declined to enlist voluntarily. •Though it is generally agreed that the proposal is supported by an. overwhelming majority in the Imperial Cabinet, some doubt exists as , to whether complete unanimity will be reached, and it is recognised that unanimity or an absence of unanimity in the Cabinet will have an important bearing upon the reooption of the. compulsory legislation when it comes before Parliament- Austrian reports tell of heavy Russian attacks, in Galicia, and in the other main theatre the French have extended their area of occupation in Alsaco. Otherwise no very sensational war development. is reported. News from the Balkans indicates that the Allies are making extensive preparations for offensive action with, which the enemy is apparently not in a position to 6eriously interfere. The Montenegrins, assisted by a Serbian corps, have cleared their country of invading Austrian troops, ajid occupied Austrian territory beyond-their frontier.
