' a- shortage in the supply of passports (an '* \ elaborately printed document that folds rl up into a cover), and then after it was s. all made out and three 'photographs sell cured (one for the Federal Department, i- one for the Customs in Sydney, and one for the passport), it had to be sent to Melbourne for the signature of,the Gov-ernor-General, and as that was'a ■) very busy man, there was sometimes a '• delay of some days until the document was returned..
