j STATEMENT IN BRITISH PARLIAMENT By Telegraph-Press Association-Copyright London, December 15. In the House of Commons, Lord Robert Cecil (Under-Secretary v for. Foreign Affairs) said he understood that a Presidential mandate, issued on December 12, gavo notice of Yuan Sliili Kai's formal acceptance of the Chinese Throne. Yuan Shih Kai, however, continued to act as President. There was no reason to suppose that Germany had anything to do with the change. (
