Garvin, the well-known journalist, in an address, said: 'I am less afraid of Germany's reputed successes than of the proposals for a premature and disastrous peace. Germany knew that tho forces of the Allies must rise, and is not willing to wait for her own inevitable ebb. ' Already negotiations for peace are stcalthilv afoot."
