RECRUITING DISCUSSED IN HOUSE OF LORDS DERBY'S EXPERIMENT By. Tcleemph—Press Association—Copyright (Rec. November 19, 8.35 p.m.) London, November 18. - Lord Ribblesdale, speaking in the House of Lords, asked a series of questions concerning the 'recruiting: What number of single men did the Government consider it necessary to 'enrol? What degree of shortage would mean conscription? . Lord Lansdowne, replying for the Government, said that it \vould bo absurd to imagine that the success or failure of Lord Derby's scheme would be determined by the attitude of a few unmarried men. He was not prepared to say how many single men were necessary, or what degree of shortage would! justify compulsion. It was not easy to deoide what wore essential to the civil services of the country. Tribunals were being formed all over the country to decide these questions.. As sooii •as the time he had been allowed had expired, Lord Derby would report to tho Government, which would then d©( cide. whether the experiment had beeii a success or a failure.
