INVENTOR OF THE POSTCARD
It may tiring solaco to some minds that are lamenting the prospect of the disappearance of the halfpenny postcard (sn.vs the "Westminster Gazette") to know that it invented by a German statesman, Heinrich von Stephan. He gave the idea away at a postal conference and Austria snapped it up, so that she enjoyed communication by postcard since 'ISGa. Germany followed suit in IS7O, in which year it was instituted here, llobert Lowe, afterwards Lord Sherbrooko, was then at the Exchequer, and Mr. Glndstono was Primo Minister. The latter, it will bo remembered, took to the halfpenny postcard with enthusiasm. It will liavo been noticed that Jfr. Duko in the House of Commons Inst night said that "personally he never used postcards, and he hated to receive them."
