TWO TRUSTEES APPOINTED

RULES APPROVED

A meeting of tlio newly-constituted War Belief Association • of Wellington iras held in the Mayor's room last evening. His Worship the Mayor (Mr. J. P. Luke) presided. There were present: Messrs. F. W. Manton, L. 0. H. Tripp, Alexander Macintosh, James M'lntosh, William Ferguson, L. M. A. Rearden, J. Lewis, H. W. Harris, and E. J. Colley. The business.of the meeting was to approve of the rules of the association as drawn up by the sub-commit-tee appointed for that purpose, of which Mr. L. Tripp was the chairman. The rules, which were presented to the meeting in proof form, set out the objects for which the association has been formed. As these are important not only to Wellington residents, but to the whole of the residents of the Wellington district, they are set out in full. THE OBJECTS. The objects are as follow :— (a) The relief arid benefit of wounded, incapacitated, or necessitous soldiers and sailors and. auxiliaries, and those in any way dependent upon them, or those dependent on deceased soldiers and sailors and auxiliaries. The expression "soldiers, sailors, and auxiliaries" shall include those who are, or who at any time have been —

(1) Members of any New Zealand land or naval forces.

(2) Members of any New Zealand ambulance, auxiliary, nursing, or cognate services.

(3) New Zealanders by birth, domicile, or adoption, members of His Majesty's Army or Navy, or their ambulance, auxiliary, nursing, or cognate services, in any part of the world.

(4) Members of His Majesty's Army or Navy, or their ambulance, auxiliary, nursing, or cognate services, who may be temporarily resident in New Zealand.

(b) 'file utilisation, conservation, and administration of th© funds raised by His' Worship the Mayor of Wellington (Mr. J. P. Luke), by the Wellington Patriotic Society, or other person or body of persons, available for the purposes of this society, and which may be vested in the association, either with or without special conditions of trust.' (c) The raising of further funds for the objects of the association.

_ (d) To erect and maintain homes, hospitals, or other similar institutions for any of the purposes of the association, or to contribute by subsidies, or otherwise, to any 6uch institution, and to raise funds for any such purpose, or devote part of its fund to any such purposes.

(e) The establishment and maintenance of employment bureaux for soldiers and sailors and auxiliaries.

(f) The training, or tho assisting' in the training, of soldiers, sailors, and auxiliaries, and their dependents, by the teaching of trades; or by preparing them for occupations so that they may become self-supporting, or partially selfsupporting.

(g) The bringing under the notice of the Government of any matters'connected with the welfare of any person whom the fund is designed to assist. (h) The doing of all such acts as may tend to ameliorate the lot and promote the welfare of thoso whom tho fund is designed to assist.

(i) To make contributions out of its fund not exceeding in the whole 25 per cent, thereof (unless the donors otherwise direct) to any branch of St. John Ambulance Association or St. John Ambulance Brigade Overseas; or to any guilds or committees whose members are working for the benefit of any hospital; or for the making of''.equipment for any hospital which may be established for wounded or incapacitated soldiers and sailors and auxiliaries; provided that such' contributions shall be exclusively devoted to the comfort or treatment of soldiers, sailors, and auxiliaries.

0) To appoint branches in different parts of tho Wellington Provincial District,'swell branches to havo the right to elect such members on the Executive Committee as the executive shall determine.

(k) To amalgamate the association with, or to incorporate the association as a branch of, any association lawfully formed for the same or similar purposo as the association on such terms as the Exeoutive Committee shall think proper.

(1) To do all things necessary or expedient to bring about a national scheme for tho administration of funds collected on behalf of any of tho objects of the society.

(m) To extend and enlarge any of the above objects.

The Management,

Under this heading the control'and management are vested in an executive committee, and for tho first year the executive appointed consists of Messrs. A. R. Atkinson, E. J. Colley, C \ Ewen, W. Ferguson, H. G. Hill J* Huteheson, J. Lewis, C. M. Luke, S. Kirkcaldio, A. Macintosh, D. M'Laren, F. W. Manton, L. M. A. Reardon, l' 0. H. Tripp and G. Shirtcliffe. At every annual meeting, to bo held in the month of December in each year five of the members of the committeeelected under paragraph (a) of Clause (7) hereof shall retire from offico, but shall be eligible for re-election. The members of the committee to retire shall be those who have been longest in office since their last election. As between members of tho committee of equal seniority in office, the committeemen to retire shall bo selected from amongst them by lot.

Rule No. 15 says that no member ol the executive shall be paid for his services, but ho may be paid out-of-pockel expenses with the express authority ol the executive, and passed and approved by that body.

The first trustees are to be Mr. J. P.. Luke, and the- Hon. J. G. W. Aitken, in whom the property and fluids of the association shall be vested, and who shall hold same subject to the lawful direction of the Executive Commits tec. '

Any person who shall subscribe tho sum of ss. per annum shall be a member of the association, and any person paying the sum of £5 ss. shall be » life member of the association. Bach member shall 'have one vote, and no member shall vote at any meeting who has not paid his subscription. The rules were approved. Tho Mayor expressed plea-sure that such good work should have been done in such a business-like manner, and expressed the thanks of the executive to Messrs. Tripp and Skerrett for tho valuable work they had done in compiling tho rules.

Mr. Tripp proposed that a committee consisting of Messrs. A. R. Atkinson, W. Ferguson, J. O'Shea, and L. Tripp ho appointed fr> attend to the work of incorporating the association, and the transfer of the funds held bv tho ISTavor and tho Hon. J. G. W. Aitkeu (as trustees), and the Patriotic Society to tho association. That done, Mr. Tripp announced that they could then get to work.

Tlio committee was duly appointed by resolution.

Mr. Ferguson asked if the association was affected nt all by the Government's National scheme.
