':'the''Government'-'is' pulling the strings. Germany is supporting the monarchy, and has instructed her Ministor to recogniso it the moment it should he established.
• "The Times's" correspondent says that the Chinese Government can now stop the movement without losing prestige, or estranging the army, which controls the position and has been promised rewards.
