The "Matin's" Tokio correspondent has had an interview with Count Okuma, tho Japanese Premier, who said that though Japan could not assist tho Entente Powers with troops, she was prepared to give France financial aid. The Japanese arsenals were on a war footing, and Japan was acting as the Sentinel of the Far East to prevent their enemies from stirring up the bellicose races, and also protecting tho Siberian railway. She would not allow the Allies to bo stabbed in the back. THE MONARCHY MOVEMENT IN CHINA ' RECEPTION OF THE JAPANESE NOTE. (Rec. November 2, 5.5 p.m.) Peking, November 1. The Japanese Note on tho subject of the Chinese monarchy movement haß been generally received with suspicion among tho prominent Chinese, wiho state that the monarchical propaganda has reached a stage which it is impossible to recede from or postpone. A rigid censorship has been established throughout China.. [A Note to China from the Japanese Government the other day hinted that in view of the present international situation, the Monarchical movement should be deferred.] (Rec. November 2, 10.15 p.m.) London, November 1. The full text of the Japanese statement in regard to the monarchical movement in China lays emphasis on the pacific working of China's Republican constitution, and says: A movement has recently been set on foot for a constitutional; change, and this appears to have taken a rapid turu towards realisation. Every possible effort should be made to prevent the addition of a fresh complication to the European war. Although there is apparently no great internal opposition to the restoration of the monarchy in China, Japan's careful observation shows that these appearances are more superficial than real, and that there is a strong under-current of opposition. Tho Note points out that President Yuan Shih Kai's administration has brought tranquillity to China: "If Yuan resolves to maintain the status qu6 good order will soon be firmly established." v
