Briand (Prime Minister) declares emphatically that the change* in the Ministry is 110 sign of a change in policy, which ho summed up in ono word "victory," adding: "La Pais par la Victoiro ("Peaco by Victory") must be the motto of any French Ministry. By peaco I mean tho restoration of tlio right of every country to lead its own life and cultivate its own civilisation without infringement of neighbours 1 rights. By victory Imean the crushing of C4erman militarism."
(Rec. November 2, 10.50 p.m.) Paris, November 2. M. Briand sent _ messages to the Allies' Foreign Ministers similar to tho one sent to Sir Edward Grey. All replied, reaffirming unity 'of purpose and determination to win. Signor Salandra was especially cordial. In his reply, he said tliat Italy was' proud to share in the fight for tie world's liberty, and to co-operate with France in defending the Latin civilisation.
