RUSSIANS LAND AT VARNA MORE ABOUT JOFFRE'S VISIT PLAIN SPEAKING I DOWNING ST. OUR DUTY IN THE BALKANg \ No developments of importance are reported from the Eastern and Western fronts to-day. In the Balkans, the French have repulsed an attack by the Bulgars who suffered severely; against the Serbians the Bulgars have had more success and are stated to be advancing. Austria lias apparently given lip the idea of corrupting Rumania, and the Vienna newspapers are throwing out hints of gravo developments should Rumania suffer tho navigation of the Lowes Danube by.Russian troop transports. Thero is more about General Joffro's visit to London, and circumstantial reports of what took place at the Cabinet. One paper presents a vision of General Joffro in a Cromwellian mood, belabouring a- chastened Cabinet. His mission seems to have cleared the ail and laid the foundation for a closer intimacy on' British-Bulgar policy and Serbia.
