A SCOLDING FROM MR. ROOSEVELT
ON BRITAIIN'S SHORTCOMINGS. ByTelegraph—Preßß Associntlon-OopyrtyM ("Times" and Sydney "Sun" Services.), (Rec. November 1, 5.5 p.m.) London, October 31. The "Times" Washington correspondent 'states that Mr. Roosevelt, in a magazine article on America's unpreparedness, says: "England is a lamentable example of the punishment befalling a natioii not taking her duties seriously. Her Navy and 6oldicrs are admirable, but the nation as a whole compares disadv antageously with the French. After a year of war wealthy England has failed in its duty. Her army is inadequate, and her home faotories hav«. utterly failed to adequately supply he' artillery with munitions."
