Replying to a question as to whethett Nurse Cavell was.' guilty of a military; offence under Tho Plague Convention, Sir Edward Grey said it was unnecessary to go into technical and legal points regarding an act reprobation; of which was widespread throughout the world. Tho ca6e rested on higher considerations than mere legal details, and ho added that we were under no obligations towards Germany respecting declarations or conventions, but lie hoped t'hat regardless of Germany's act _ we would continue to observe considerations of humanity which were independent of declarations and conventions.
