The men had equipped a motor-boat, containing detailed maps, showing the position of tlio uocks. Fay was wounded at the Manic.' He rented a warehouse at Hoboken, where the police found five mines fitted with appliances for attachment to ships. The clockwork of the bomb was operated' by the water. He had seen the terrible effects of the French artillery fire in tile Champagne district, and thought that he would be able to explode mines without wires. He arrived in America by a steamer from Rotterdam 011 April 23, and had spent the" time since then in perfecting his invention. Fay admitted that he had been working in conjunction with the German Secret Service ; which he admitted had been very active in the United States in encouraging attempts ou factories and ships.
