DR. DELBRUOK'S TALL ORDER. By Telesraph—Press Association—Oopyrieiit ("Times and Sydney "Sun" Services.) (Rec. October 26, 5.5 p.m.) London, October 25. The "New York American" publishes an interview with Dr. Delbruck (formerly German Minister for the Colonies), concerning the terms of peaoe Germany Lopes to secure if President Wilson and the Pope should consent to be mediators. The culminating passage in tlie interview runs: "It is quito possible that peaoe could' be secured by ceding Germany such colonies as Uganda, by .England, and the French and Belgian Congos, as a ransom for the vacation of North France and Belgium. There -prill probably have to be an indemnity to Germany, which I thiuk England ought to pay."
