Tho Premier's attention has been drawn to further evideiico of a secret propaganda engaged in the distribution of circulars. A circular recently received, and apparently emanating from Gorman sources in America, contains allegations of British atrocities after the Indian Mutiny, and British and Russian atrocities in Persia, and adds tha!t India is now at war _ with England, and that the Nationalists aro waging guerilla warfare to emancipate themselves from the hated British yoke. Tho circular is illustrated with obviously-faked photographs. . CA similar circular was received by many newspapers in Now Zealand, and the postal authorities were advised on tho matter.]'
