COMPLAIN OF RESTRICTIONS. By Telegraph.—Press Association—Copyright London, October 21. ' Lord Robert Cecil (Under-Secretary of State for Foreign Affairs), states that the Government is inquiring into the restrictions placed upon British prisoners in Turkey, who are said not to be allowed to receive letters.
