Tho Dutch newspaper "Telegraaf" states that tho Germans anticipate airraids in Belgium, and it is announced that any community so visited will bo held responsible, and will bo fined in proportion to tho damage done. General von Bissing, the Military Governor, announces that ail Allied soldiers now in Belgium must report themselves to the authorities within twentyfour hours for internment in Germany. Those omitting, to report will bo shot, likewise all who are suspected of harbouring them.
