LOCAL AND GENERAL The Postmaster-General announces that arrangements hare been made for the use by the sender of a cable message to the United Kingdom for a niember of the South African Expeditionary Force of the military code word indicating the unit to which the addressee belongs, provided such message is addresßed to the caro of "Saforce, London." The Governor has it in command from His Majesty to notify, for the information of the public, that all Proclamations and Orders-in-Council in force re-' lative to the present state of war between His Majesty and the German Emperor are now applicable to the state of war between His Majesty and tho Tsar of Bulgaria, other than tho Order-in-Council of August 4, 1914, relative to enemy merchant ships. The recent amendment of the Post Office Act, 1 SOB, in the direction of making provisions, if deemed desirable, for the acceptance of deposits for lixed periods bearing interest at a rate which may not exceed a certain maximum named, must, we are informed, be understood not to be regarded as indicative of tho intention of the Government to introduce the system immediately. On tho contrary, some little time may elapse before anything is done in tho matter. In any case it must bo understood that the amount of the interest which may bo paid is not at all likely to reach the maximum provided by the ,\ct 'Phis notification is deemed neccssary as a number of people appear to iie under the impression that the maximum limit of interest payable under the Act is the rate likely to »e lixed by the Government.
