The Exchange Telegraph Company g correspondent at Petrograd states that there is tremendous satisfaction m all quarters at the vigour of the initiative since the Tsar and General Alesieff ] la ve taken over the command. The successes gained are reacting favourably on the spirits of .the army and civilians. Returned wounded,soldiers state that the troops are more confident and more cbecrful than since the Austro-Germans' spring offensive. Russian strategy, which is the secret of her sucoess in the war, will henceforth be such that the enemy mil not get more ground than he is able to take. This policy presents certain dajigers, but the staff considers the risks less harmful than the losses of men and material resulting from continual retreat. Since tho Tsar initiated the new strategy Russia has lost only a third of the number of prisoners who have been lost in a similar period of the preceding months, has taken fivefold more, and has regained lost territory in three theatres. HEAVY FIGHTING, WITH ENORMOUS GERMAN LOSSES (Rec. October 19, 10.55 p.m.) Petrograd, Ootober 19. A Russian official communique states:— I "There is no cessation of the fighting between the Demmen and Drisviaty Lakes. The Germans have been dislodged, with enormous losses, from their positions on the southern side. GERMAN. OFFICIAL COMMUNIQUE. London, Ootober 18. 'A Berlin wireless message states that General von Hirtdenburg, south of Riga, captured two officers and 280 prisoners. The Germans repulsed Russian attacks at Jacobstadt, Smorgon, and Baranowitsche. MARTIAL LAW IN MOSCOW (Rec. October 20, 0.55 a.m.) London, October 19. Mr. Stephen Graham attributes the proclamation of martial law in Moscow to anti-German riots, in which £3,300,000 damage was done to the foreign elements in the Moscow district. The riots were engineered by Germans. M. Ivhvosteff, the new Minister for the Interior, ..ls trying to uproot subterranean German influence. The striotest censorship of internal news in Ru6sia prevails.
