Though the two million loan to be raised locally for public works purposes would be much- more popular with the public if it were a straight-out loan for war purposes, the particulars published on Saturday should make it an attractive investment. After all, as the Minister of Finance suggests in_ the interview which we publish this morning, the loan is in certain respects a war loan. For one thing it would never have been floated _locally_ but for the war, and a portion of it at ba utilised in directions which may influence our capacity to assist in the war. The effort which is being made to make the loan a popular ono in the sense that the general public ma-y be induced to participate in' it, deserves to meet with success. There are many people with small savings who do not usually invest in Government securities who no doubt will be glad of .an opportunity _to assist on an occasion'of this kind; and as debentures arc to bo issued of the value of- £a upwards a wide circle should find it within their power to share in the transaction.
