NO EVASIONS PERMITTED. Tho preliminary arrangements for tie' taking-of tlie National Register are now well,in hand, and the organisation is almost complete. The Government Printing Office is working double time getting out the necessary forms, posters aro being prepared for display outside of post offices and at other . suitable places, and when the' time for taking the register approaches advertisements will be inserted in every newspaper in the country calling upon men liable to register to hand in their papers. The Hon. G. W. Russell, Minister of Internal Affairs, explained a few points about the duties and obligations resting upon men called on to register. "The fact that a. man does not haopen to receive a registration form," he said, "does not absolve him from responsibility, and the Government intend to carry - out the scheme with absolutely rigid fairness, and to nllow 110 exemptions from the responsibility laid unon people under the Acs. If a man does not receive a form in the ordinary way,' he must obtain one for himself. In the towns the Post Office will distribute the forms. In the country wo intend to utilise the Post Office to some extent, but the responsibility will he thrown upon the people to apply at the Postl Office for forms, and to register."
