A message from Tokio states that there is a strong impression that thd ' return from Paris of Baron Ishai, the Foreign Minister, will likely be followed by full reconsideration of the international situation, with special reference to Japan's future policy and tho' preservation of her own permanent interests.
Another factor is the arrival of the editor of the Paris "Matin" with an introduction from JI. Delcasse to discuss military questions and determine whether the latest developments_ will jus-, tify a change in Japan's decision not to'' send an army to aid the Allies, and whether there is any -likelihood of dispatching troops to tho Balkans. The English journals aro asking whether what the Empevor William once described as the "yellow peril" should not bo pitted iu the European battlefields against what they term the German peril, on tlio ground that all possiblo reshould be used against the enemy. , , ' . The "Observer" strongly urges the bringing of the Japanese to Europe, and says that the appearance upon the scene of a- quarter of a million of these troops ; would correspond with Japan's vital interests, whicn are indirectly at' stake, ■ since Germany, if she should be '-triumphant' in the Near East, would reappear as a mighty Power in China. RUSSIAN ENVOY GOING TO JAPAN (Rec. October 15, 1.20 a.m.) Petrograd, October 14. A high official of the Russian Foreign Offico is shortly going on a special mission to Japan. It is reported that Japan wishes to negotiate a RussoJapanese alliance.
