A Renter message from Paris states that M. Delcassa (Minister for Foreign Affairs) has handed in his resignation on account of ill-health.

WHY DID KE RESIGN? (Rec. October 14, 3.30 p.m.)

London, October 13. Questioned in the Chamber of Depukles, M. Viviani (the Premier) said that M. Delcasse had previously sent in his resignation. He renewed his request to be relieved of his dutbs during a visit to London on Friday 11. Deleave did not give illness as his reason. M. Viviani added that the most perfect understanding existed between the French Ministers and the Allies. *- October 14, 10.15 p.m.) . . Paris, October 14. M. Viviani, speaking in tho Chamber, stated that M. Delcatse had resigned 011 account of ill-health. M. Painleve pointed out that various committees had warned tho Government in August of the danger of Bulgaria co-operating with'-the enemy. The Government must assume the responsibility for M. Delcasse's policy. M. Viviani replied that any delay which had i occurred was due to the necessity for concerting plans to prevent the weakening of the Western front, where tho final decision would be given. There had also been co-ordinatiou in the Government's • plans with the Allies. He was unable to divulge the details of these plans." A vote of confidence was accorded tho Government.
