Lord Derby, speaking at a recruiting meeting at Rosselidale, said that he had accepted tho directorship of the Recruiting Department bec'aue'o of his personal 1 loyalty and friendship for Lord ' Kitchener. Personally he advocated national service, but would do his best to make tho voluntary system a success. The action of tlio Trade Union Congress would have tho effeot of putting .every man on his mettle to prove that the voluntary syfetem was an adequato one. If, ultimately, he considered that the rechiiting-.campaign'had -hot been sue- , ce£sful, he would Hot hesitate to resign,, unless other, methods were adopted. -
