New York, October 3. A Reuter message from Petrograd states that tho Russian Minister at Sofia (Bulgaria) has been ordered to depart unless Bulgaria within twentyfour hours breaks with the Germanic Powers and dismisses the Austrian and German officers now in Bulgaria,
