It is a review of the situation by a writer evidently possessing a good technical knowledge and more or loss accurate information .on the subject upon which 'lie writes, and no attempt is made to minimise the great inconvenience which has already been caused by tho German Government having taken nossession of all stocks, of raw and partly-manufactured copper for the Army. • It:is'also admitted that tlie public must be prepared for more drastic measures in this respect; but one thing stands out clearly and must be noted tor the benefit of optimists who persist in construing every move taken by Germany as a sign of an almost immediate collapse. There is copper in Germany sufficient for Army requirements for years and not merely for months; it is true that the 'mobilisation! of the metal will continue to cause tlie civil population some inconvenience, but it-is equally apparent that, unless the war lasts many years, shortage of copper will not, as has been predicted in some quarters, be a determining influence in bring the war to a conclusion."
