TERMS OP THE ISSUE By Telezraph—Press Association—Copyright (Rec. September 23, 11.20 p.m.) London, September 23. Reuter's New York correspondent says that it is understood that the Anglo-French Loan Conference has decided that a- 5 per cent. loan will be issued at par for a term of 'five years, when it will be convertible into twenty years' securities at 4J percent, interest.
