Russia has approached Japan on tho question of tho payment for war materials: A conference of a group of banks, headed by the Yokohama Specie Bank, agreed to tako up Treasury bills. Tho Japanese Minister of War has decided to creat 1200 munition factories, with 100,000 workmen. Tho Government contemplates tlie establishment of a new ,arms factory.
