GERMAN NOTE TO AMERICA RESPONSIBILITY DENIED Washington, September IT. Mr. Lansing, United States Secretary of Stato, has received a Note from Gonuaiiy denying responsibility for the sinking of tho Hesperian. ENEMY'S SUBMARINE FLEET. (Rcc. September 19, 10.30 a.m.) London, September IS. The "Motor Boat" newspaper estimates that twenty German submarines havo been sunk, of which fifteen wero largo sea-going boats. Germany commenced the war with eleven sea-going craft, and sixteen which wero unsuitable for voyages beyond tlio North Sea. then she has added eighteen seagoing craft. Two of these are known to bo in tho Mediterranean, leaving twelve available for European waters, of which four arc always under repair, so that Germany thus has eight submarines for work beyond, the North Sea.

Gas-works and private factories are in a desperate position. It is reported that Britain is annoyed at Sweden's Tefusal to allow the agreed amount of food to pass to and from Russia.
