AMERICAN BANKS WISH TO REDUCE IT By Telegraph—Press Association—Copyrich; New York, September 17. The almost unanimous opinion of the leading banks is that half a billion dollars (£100,000,000) is sufficient for the loan. It is expected -that the AngloFrench Commission will assent to this reduction from the original amount asked for—£2oo,ooo,ooo. A BAROMETER OF PROCRE3S, THE DELICATE EXCHANGE RATE. (Rec. September 19, 6.25 p.m.) New York, September 17. The sterling rate of .exchange between London and Now York has reached & dollars 73 cents. This is regarded as an indication that the Anglo-French Commission's work is progressing s satisfactorily. It fell to 4 dollars 70 cents on the publication of an interview whidli Mr. Rookofcller has repudiated, to the effect that lio (Mr. Rockefeller) did not subscribo to tho loan. Several newspapers refused an advertisement, of German origin, calculated to prejudice the Allies' loan. It stated that a financial trust was plotting to lend to' Russia, which had gone bankrupt, to France, wliidh was smashed, and to England, which was on.the. eve of insolvency. The newspapers rejected it. • though they were offered £100 per line.
