ARRESTED TELEGRAMS
CONDITIONAL REIMBURSEMENT", When tile war broke out in August last year and censorship was established, notice was given that telegrams of all sorts would pass subject to censorship regulations, whioh meant, among other things, that any telegram might he stopped and that no refund of the cost of arrested telegrams would ho made. The Postmaster-General, Sir Joseph Ward, acting in concert with the Postmaster-General of the United Kingdom, now announces that ho is prepared, as an act of grace, and not otherwise, to reimburse unexpended balances of tlie cost of cable messages or telegrams stopped by tho censor and remaining in the hands of the Post and Telegraph Department 011 tho following conditions:— (1) No reimbursement will be mado if tho unexpended balance is less than 4s. (2) Reimbursements must be applic-d for by tho sender or the telegraph administration of the country of origin. Every application must bo accompanied by a written statement from the addressee that the telegram has not been delivered. (3) No information will be given as to the computation of the amount reimbursed, and no inquiry,- on this point will bo entertained. (4) Reimbursements will only bo applied to telegrams of countries which apply tho same lrlitliod of treatment to' telegrams originating in New Zealand. (5) All the conditions of acceptance of any telegram as to sender's risk, subjection to censorship and non-liability of tlio Government for reimbursement of cost are retained'. (8) No'reimbursement will bo allowed on any telegram originating bofore 15,, 1815, ,
