Archibald, the war correspondent, a lotter for Count Burian (Minister of Foreign Affairs), suggesting measures for hampering tho manufacture of munitions in America for the Allies. Great Britain confiscated the letter. M. Dumba claims the right to call put the Austro-Hungarians employed in producing the above-mentioned- munitions on tho ground 1 that they arc liablo to penal servitudo if they return to Austria-Hungary. Many newspapers indignantly demand that M. Dumba receive his passports for abuse of American hospitality.. 'AMBASSADOR'S DESIRE TO "EXPLAIN." (Roe. Sept-ember 7, 9.40 p.m.)' New York, September 7. M. Dumba has requested an interview with Mr. Lansing in order to explain the captured dispatches. Tho Stato officials do. not treat seriously M. Dumba's claim that he could hold Tip the munitions factories. President Wilson awaits the complete facts beforo arriving at a decision. Tho Stnto officials expect to see a firm intimation that America will not tolerate a repetition of this attempt to stir up Jabour. it-rife. • •
