The National Union of Paper Workers has' declined tho invitation of the German and Austrian Federations to attend a conference in Switzerland for the purpose of revising the international organisations, stating that they havo'decided never figain ,to_ sit in conference, with the representatives of nations which applauded the murder of 1400 unarmed men, women, and children on board the •Liisitania. It is proposed to call a conference in London ,or Paris for tho purpose of Instituting a now international secretariat for oxcluding German aud Austrian organisations. ;
