The ' Daily Telegraph's Washington correspondent learns from a high source that Germany has expressed' her willingness to pay for tho American lives whicli were" lost on the Lnsitania and on the Arabic. : Sho does not disavow' the destruction of the Lusitania, and explains that the submarino.which sank the Arabic has not yet reported. - In asking Washington to ■ mediate with London to.secure for neutrals the freedom "of the seas, Germany maintains that the declaration of the cotton contraband is a deliberate violation of International Law, and requests that President Wilson should insist on Britain permitting American ships to go wherever they please, even to Germany, provided they aro not carrying contraband. Germany expects the _United States to enforce this upon Britain. "American tratlers," he adds, "would be gratified and surprised if Britain permitted th'is, because) , Germany is prepared' to send twenty million sterl-ing-worth of products to the United States, thus enabling her to purchase raw materials without; exporting her gold." .
