Mr. Robert M'Anderson has presented his report on the inquiry into the Post-master-General's Department. He severely criticises somo of the methods, and says that the most circumlocutory method is the one that seems usually; to bo employed, .and the cost is enormous. As instances:— Officers in adjoining rooms mite-long letters to one another, and even then do not hold direct communication, but through the deputy-postmaster. ' ■ A file relative to a dispute betweentelephonists passed through tho records 203 times, and comprised 539 pages of matter. Repairs to a telephone line, went to 488 pages t and passed through the records 56 times. Ho'says: "This all seems wrong. The Postal Department is in want of ,what is known as business He suggests, amongst many_ other sweeping remedies, the appointment of , b general manager, with wide powers, to make up the deficiency of £501,000, and advocates increased telegraph and telephone rates, a reduction in the commission on the sale of stamps, and an increase in bulk postage rates for news-
