Sir,—ln regard to tho National Register that is soon to be taken, a suggestive thought ha-s, come to me which I humbly put before'the powers that be. When all; the particulars desired have been .obtained there will! still remain the , very awkward 'question of compulsion, and my suggestion is=that after all other particulars have been given, each man of military , ago «bo . asked :to state whether ho is willing, to place himself absolutely at the dispos'al of the 'Government.
